“The Critical Public Interest”

“The critical public interest in openness and transparency in state contracting—especially involving more than $600 million of state funds—compels the release of these documents, as I urged in July, 2005. There is no legal bar to disclosure.” So wrote Attorney General Richard Blumenthal Friday in a letter to the head of the state’s Department of Social Services urging her to release documents on how HMOs administer the HUSKY program. The Rell Administration Responds

Following are letters written by the Rell administration about the request by legal aid lawyers to release information about the state HUSKY program. The first letter is from Gov. Rell to Patricia A. Coker, commissioner of the state Department of Social Services, ordering to her release the information. The second letter is from Coker to state Attorney General Richard Blumenthal seeking his advice about whether she is on solid legal ground to release all the information being sought.

The Guv Bends on FOI

On the eve of her announcement that she’s running for reelection, Gov. Jodi Rell ordered her administration to release documents sought in an ongoing dispute over the public’s right to know how HMOs are running HUSKY, the state’s health care program for struggling families. Legal aid lawyers including New Haven’s Sheldon Toubman (pictured) praised the governor but said a showdown continues over whether taxpayers will be able to find out all they need to know about how HMOs are spending $625 million in health care for the poor.

Strike Deadline Looms

With 1,200 union workers set to strike Friday at four non-profit agencies that care mainly for people with intellectual disabilities, Office of Policy and Management Secretary Robert Genuario asked New England Health Care Union District 1199’s leadership to hold off for two weeks so he can mediate. The union agreed.

A Letter to the Governor

Gov. Jodi Rell made a powerful statement in favor of the public knowing how hundreds of millions of its tax dollars are spent in providing health care for the poor. Yet her own appointees are defying those words and blocking the public from seeing documents about how HMOs administer the state’s HUSKY program. On Tuesday, in advance of an upcoming Freedom of Information Commission hearing, legal aid lawyers wrote to the governor asking her to put her words into action.
