Needle Exchange Ban Lifted; Ball’s in Rell’s Court

On Dec. 16, 2009, President Obama signed the Consolidated Appropriations Act of 2010, which lifts the 1989 ban on using federal funds for syringe exchange programs (SEPs). This represents a victory for science-based programs and a vindication of New Haven’s—and therefore Connecticut’s -  national leadership in AIDS prevention.
