The New Haven Board of Aldermen’s Joint Committee on Community Development and Human Services will hold the following public hearings, workshops, and meetings regarding:

ORDER OF THE BOARD OF ALDERMEN OF THE CITY OF NEW HAVEN APPROVING THE CITY OF NEW HAVEN’S 2010 – 2014 FIVE YEAR CONSOLIDATED PLAN, ANNUAL 2010 – 2011 CONSOLIDATED ACTION PLAN STATEMENT OF ACTIVITIES AND USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIP (HOME), HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA), AND EMERGENCY SHELTER GRANT (ESG)FUNDS TO BE SUBMITTED TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR FEDERAL FINANCIAL ASSISTANCE FOR PLANNING AND COMMUNITY DEVELOPMENT ACTIVITIES UNDER THE PROVISIONS OF TITLEOF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 AS AMENDED, (PL 93 – 383); THE CRANSTON GONZALEZ NATIONAL AFFORDABLE HOUSING ACT OF 1990 as amended(PL 101 – 625); THE MCKINNEY — VENTO HOMELESS ASSISTANCE ACT OF 2000 (PL 106 – 400); THE AIDS HOUSING OPPORTUNITY ACT (PL 102 – 550); HEREAFTER REFERRED TO AS HOUSING AND COMMUNITY DEVELOPMENT PROGRAMSAND FOR ACTIVITIES TO BE FUNDED BY PROGRAM INCOME AND/OR REPROGRAMMING FUNDS FROM PRIOR GRANT YEARS

All meetings are in the Aldermanic Chamber of City Hall, 165 Church Street:

* Thursday, March 4 at 6: 30 p.m. — Public Hearing on Community Needs Assessment for Consolidated Plan (not mandatory for community agencies or city departments).

The purpose of the Needs Assessment Hearing is to receive public comment on the housing and community development needs of the City, including priority non-housing needs, and past and current program performance.

A Draft Needs Assessment document with goals and priorities for the next 5 years is available in the Office of the City Clerk, in the main branch of the Public Library, and on the City’s website at www.cityofnewhaven.com under News.

* Wednesday, March 10 at 6:30 p.m. — Public Hearing for Software (Public-Service Activities, including Emergency Shelter Grant and Housing Opportunites for Persons with AIDS). This meeting is mandatory for Software recipient agencies.

* Thursday, March 11 at 6:30 p.m. — Public Hearing for city agencies (City Activities). This meeting is mandatory for city agencies receiving Consolidated Plan funding.

*Thursday, March 18 at 6:30 p.m. — Public Hearing for Hardware (Bricks-and-Mortar Activities). This meeting is mandatory for community agencies receiving Hardware funding.

* Wednesday, March 31 at 6:30 p.m. — Workshop and Deliberations (no public testimony).

*Thursday, April 1 at 6:30 p.m. — Additional Deliberations, if needed (no public testimony).

The proposed Consolidated Plan budget and Five-Year Plan may be viewed at www.cityofnewhaven.com. It is also available for public inspection in the Office of the City Clerk, Room 202, 200 Orange St.
