Resolution authorizing the Mayor to enter into an agreement with the State of Connecticut to obtain federal funding ($350,000.00) under the Congestion Mitigation and Air Quality Improvement Program for the development of a plan, specification and estimates for the computerized traffic signal upgrade — Downtown Phase 1- Project 92 – 666
