Activist Fair and Police Chief Campbell at Stetson.

The New Haven Police Department is closer to being at full staff than it has been in years and gets national recognition for its efforts at community policing.

But it also does not perform regular mental health evaluations after an officer gets on the job, doesn’t use performance evaluations in its decision-making for promotions, and doesn’t really know if its implicit bias training has any impact.

Pall-bearers load Tyrick Keyes’s coffin into a hearse.

A 14-year-old boy’s body lay in an open casket Tuesday morning, head resting on a pillow. Teenage boys covered their mouths with their fists as they approached the casket and silently wiped tears from their eyes; the girls went up in groups, interlocking their arms and sobbing into each other’s shoulders.

By the time they left the church, they heard calls to learn from the death of the boy, Tyrick Keyes. From his mother, they heard a determination not to give up on justice.”

Joe Grate serenades the crowd.

Years ago, a bus would stop across the street from a gas station and mini-mart Joe Grate ran at Dixwell and Munson called Triangle Mobil, and little boys from Newhallville used to climb atop the back of the bus to rock it. One day, Grate, who saw that the boys needed some discipline, hopped over the fence and paddled the troublemakers. Chuckling, he remembered how the boys’ mothers later thanked him for it.
