The head of a not-for-profit agency in town said Monday she has paid all the back money owed to undocumented workers who helped build new artist housing in Westville. The workers walked off the job after charging that a subcontractor exploited their illegal status to avoid paying them.

New lofts for artists are going up in Westville. Some of the undocumented workers hired for the job say their boss stiffed them, taking advantage of their fears of being deported. Their Jamaican-born boss denies it and claims he’s being hassled because he’s black. Call it an immigrant tale — or an immigrant vs. immigrant tale — about how modern-day cities are rebuilt.

After an inconclusive report from the state’s chief medical examiner, Police Chief Cisco Ortiz (picture at left) said Monday that the cops are pursuing new leads in the drowning last week of a man in Edgewood Park.

Plywood and aluminum walls fell from the sky at the Imperial Apartments Monday morning, as work crews dismantled back porches. Inside, elderly Russian and Ukrainian ex-pats cowered behind closed doors, scared about changes at their complex off Fountain Street in upper Westville. The owner, Barry Blocher, was incredulous; he said he’s replacing dangerous, rotting porches to make life better at the complex. He said his tenants should stop “squawking. They should suck it up and say it’s a hell of a lot better than they had it in Russia where they lived five to a room.” Call it a modern tale of life in an immigrant enclave unseen by most New Haveners.

It sounded like gunshots. It woke up the block.
We gathered out on Central Avenue and Burton Street, in the Westville neighborhood, under the glow of streetlights. It was around 1:30 a.m. Monday. Our imaginations ran: We’d heard crashes and pops, and now a car was smashed into a utility pole on Burton.
