Hartford — Wilbur Cross High School student Hazel Mencos came to the state Capitol Tuesday and exercised a right that many American citizens never use: She testified in a public hearing in favor of a bill, answered questions from a lawmaker, and had her view entered into the public records.

CAA Closes Doors After Bank Drains Account

One of New Haven’s largest anti-poverty agencies abruptly shut its doors Friday. It couldn’t make payroll after its bank drained $200,000 from its account, in part to pay another social-service group to which it owed money.

(Update Friday 4:51 p.m.: The agency’s director said it will reopen on a limited basis starting Monday.)

Hartford—Gov. Dannel P. Malloy used his last State of the State” address to urge Connecticut to be a fairer state: fairer to women, fairer to working people, and fairer to the most vulnerable in society.

Mayor Toni Harp noticed that Malloy left out one form of fairness: Fairness to cities like New Haven.
